On the 27th floor of America's tallest state capitol is an observation deck that overlooks the great Mississippi River, and the historic city and gardens below. The site is listed as a National Historic Landmark. Dogs are allowed throughout the beautifully landscaped grounds; they are not allowed in buildings. Dogs must be leashed and under their owner's control at all times.
